The Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) has announced that it is now accepting the second round of applications for the MEXT Emergency Student Support Handout for Continuing Studies.
The program, which was recently announced on the Kyoto University website, provides financial assistance to students who face difficulty continuing their studies due to a significant decrease in their household income or income from part-time work due to the spread of the novel coronavirus.
Kyoto University is now accepting applications for the second round of the program. If you wish to apply for the program, please complete the online registration and submit necessary documents.
(Please note: the application period for the first round of applications has now closed, and the University has already recommended the successful applicants to the Japan Student Services Organization [JASSO].)
The second round of applications is open to students who were unable to submit their applications by the deadline for the first round.
Please note that those who applied for the first round but were not selected will be automatically entered as applicants for the second round of the program without submitting their applications again.
Kyoto University is accepting applications for the program as detailed below.
1. Eligibility
Full-time undergraduate and graduate students (including international students) who face difficulty continuing their studies due to a significant decrease in their household income or income from part-time work due to the spread of the novel coronavirus.
For further details, please see "5. Handout Recipient Requirements (Criteria)" on page 5 of the "Emergency Student Support Handout for Continuing Studies: Application Guide (for Students)".

Please note the following:
Students who received an email from the Scholarship Section of the Student Affairs Division of the Education Promotion and Student Support Department on 22 June with the subject line "Kyoto University has recommended you for the MEXT Emergency Student Support Handout for Continuing Studies" cannot apply for the program again, as they have already been recommended as handout recipients.
Students who received an email from the Scholarship Section of the Student Affairs Division of the Education Promotion and Student Support Department on 22 June with the subject line "Notification of non-selection: MEXT Emergency Student Support Handout for Continuing Studies" shall automatically be entered as applicants for the second round of the program, and are therefore not required to submit their applications again.
2. Amount of support
- JPY 200,000 for students from low-income households that are exempt from residence tax
- JPY 100,000 for other students
3. Application method and required documents
Persons who wish to newly apply for the program must (1) complete the online registration (through the Survey System) and (2) submit the necessary documents.
(1) Complete the online registration
- Log in to the Common Portal for All students ( https://student.iimc.kyoto-u.ac.jp/ ) > Survey System > General Survey > Response to Survey > Online registration for the MEXT Emergency Student Support Handout for Continuing Studies
- Enter the required information on the registration form.
- Please note that the online registration will be closed at 17:00 (Japan time) on Thursday 16 July.
(2) Submit the necessary documents
- Please see the Application Guide and samples of forms listed in the "Reference materials" section below for details of how to complete the forms. Please be sure to complete the forms correctly without any errors or omissions, and submit all necessary documents.
- Although application forms are also available from the MEXT website, please be sure to use the forms provided on the Kyoto University website.

Note: Although MEXT's Application Guide describes some documents as being required "if available to submit", all of the documents are required for the eligibility screening by Kyoto University. Please therefore submit all of the required documents (unless there is an unavoidable reason).

4. Application period and method of submission
Application period
Monday 6 July – Friday 17 July 2020, 17:00
(The application materials must arrive no later than 17:00 [Japan time] on Friday 17 July 2020.)
Note: The application counter's operating hours are from 9:00 to 17:00 on weekdays.
Method of submission
Please submit the application forms and other required documents by post or by bringing them in person to the application counter. Please note that the University does not accept applications via LINE.

Note: Please be sure to send them by registered mail or other means of recorded delivery, such as Japan Post LetterPack Light (from JPY 370). If using the LetterPack Light, please write "Application for Emergency Student Support Handout Enclosed" in the "Contents Description" column on the LetterPack Light envelope.

5. Points to note
- Although, in section "5. Handout Recipient Requirements (Criteria)" of its Application Guide , MEXT specifies the following requirements for international students: "(1) You are a student with excellent grades. Specifically, your average grades for the previous school year must be 2.30 or higher, and (2) Your monthly attendance is at least 80%", Kyoto University does not require international students to satisfy these requirements.
- The amount of funding to provide support under this program is limited for each university. Therefore, some applicants may not be selected to receive support through the program.
- The criteria described in "5. Handout Recipient Requirements (Criteria)" of the MEXT Application Guide , such as the ratios of decrease in household income or income from part-time work, are provided as a general guide only. Even if the ratio of decrease is slightly less than described in the criteria, you may still be able to apply for the program. Please try to prepare the necessary documents to support your eligibility and apply for the program.
- If your application is not selected for the program, the University will notify you directly.
- If your application is selected for the program, the cash will be transferred to your bank account, and the University will not notify of the result directly.
- If any false information is found in your application, you may be required to refund the funds. Please be sure to prepare all necessary documents to support your eligibility, and complete the application and other forms correctly without any errors or omissions.
